A cosmos agent site deep in Null. What is their purpose here?

Locations
This site is vast, the first thing you will see is a massive 3x3 particle acceleration superstructure that is all burnt up by some explosion. The second thing you notice are two towering rocks, a metallic one and a cloven red one, split in multiple pieces probably damaged by the before-mentioned explosion. Lines of Zaibatsu tactical outpost and two lookout posts, dating to the Gallente-Caldari war, lay there like a past monument. Three Raven-class battleships and five Merlin-class frigates threateningly patrol the site.
At the center of the site, you will find Tomi Hakiro, rank: First Sergeant (Shateigashira in Zaibatsu slang), and probably the boss in this part of New Eden. Upon further investigation from a distance, there is a threatening Rattlesnake-class Battleship that has a skull with rabbit ears. Guristas Pilot tag: Knaaninn Aranuri, security. Certainly, those tubes are filled with hugs! These guys are friendly and willing to offer a job to capsuleers who have earned respect from their faction (Hakiro: Caldari State level 4 - Aranuri: Guristas Pirates level 4 - are COSMOS agents).
